I've added @tethrarxitet's "personal libraries" mod, albeit modified (for Split!)

Editing libraries is still unfinished, though.

@e016 Your addon relies on new features that haven't been made available in any public releases yet, so I've reverted your commit. Whenever the next version of Sparkle with mod storage changes in it comes out, I'll restore your addon. Sorry for the inconvenience!
