This PR comments out Sparkle's settings menu as well as the code for toggling developer mode, because nobody actually uses this feature.

Yeah, this is fine. In the future if we do separate settings for Sparkle we could do it in a menu, like Snap! Itself. But for now until we get extra developer tools this is okay
